Tom Morello was the guitarist for several hard rock/rapcore bands including Lock Up, Rage Against the Machine and Audioslave. He has also recently started his own folk solo career under the alias "The Nightwatchman", in which he sings and plays acoustic guitar. He is known for his distinctive playing style which, through heavy use of a foot pedal, makes his solos sound like they were played by a turntable rather than a guitar, such as in the song "Bulls on Parade" by Rage Against the Machine.

You face Tom in a guitar battle at Mitch's Moose Bar, after which, you play "Bulls on Parade" by Rage Against the Machine as an encore with him. Your battle with Tom is the first battle in the game, which Tom Morello himself wrote and played both parts during recording.
